Following an independent investigation into the TCSA Spring 2026 elections, the Investigators Group submitted its findings and formal recommendations:
The investigation determined that, pursuant to By-Law XIII.8 and the TCSA Policy Book, valid cause exists to withhold ratification of an election result where there has been a breach of process due to an unreasonable or irreconcilable error by the Elections Committee. In this case, the Elections Committee issued disqualifying demerit points while operating in direct violation of the mandated composition rules outlined in By-Law XIII.2.1. Additionally, the investigation identified severe procedural deficiencies, including the penalization of pre-approved campaign materials and the failure to interview key witnesses.
As a result of these irreconcilable procedural errors, the Investigators Group formally recommends that the Board of Directors:
* Halt the ratification of the Vice President, Student Health & Wellness election;
* Officially void the disqualification of Ceeah Timothy Choo-Ket-Loung due to the identified structural and investigative breaches; and
* Determine the appropriate next steps, which may include a partial re-run of the affected race or referral to an independent adjudication process.

The report contains an express confidentiality statement on its face providing that it is confidential and intended solely for the information and use of the client to whom it is addressed. This statement reflects the terms on which The Investigators Group prepared and delivered the report; releasing it publicly would be inconsistent with those terms.
In addition the report contains detailed summaries of witness and party interviews, evidentiary analysis, and findings regarding named individuals. Public release could cause reputational harm to those individuals and expose the TCSA to potential liability.
The TCSA will proceed with running a by-election in the fall, as typically scheduled. Before this election period begins, the Election Committee composition and a full review of our bylaws and elections handbook will occur to help ensure our elections process is fair, equitable and transparent.
